FOOTHILLS COMMUNITY FOUNDATION
The Foothills Community Foundation is a non-profit 501(c)3 charity formed in 1999 to retain and nurture the charitable wealth in the four South Carolina counties of Abbeville, Anderson, Oconee and Pickens.
The Foundation receives its funding from individuals, families and organizations interested in providing financial support for the charitable institutions and agencies serving the residents of the area. These gifts and bequests constitute the permanent endowment of the Foundation. The income from the endowment is used to make grants to area charities.
Since the Foundation’s inception in 1999, we have distributed
nearly $7 million in grants to non-profits in our community, with grants
totaling $1,833,869 in 2006 alone. We would like to take this opportunity
to thank our Board of Directors and our donors for leading the way with
their gifts of time, energy and financial resources. We are excited about
the potential of Foothills Community Foundation to have a positive impact
upon the quality of life in Anderson, Abbeville, Oconee and Pickens Counties
for generations to come.

Robert Rainey
President

Robert M. Rainey is a lifelong resident of Anderson. President
of Foothills Community Foundation since 2001, he was a founding director
of the Foundation in 1999. Prior to coming to the Foundation, he was a
consulting engineer with RMT, Inc. of Greenville, SC for 20 years. He
is a graduate of Washington and Lee University, Johns Hopkins University
and Clemson University. He is a member of the Board of the United Way,
Salvation Army, Boy Scouts, AnMed Health, among others. Mr. Rainey was
appointed Chairman of the South Carolina ETV Commission in 2004.
Cindy E. Kibler

Cindy E. Kibler joined the Foundation in 1999, shortly after
its inception. An Anderson County native, Cindy graduated from Erskine
College and attended the University of South Carolina. Prior to joining
the Foundation, she worked in human resources for two inpatient healthcare
facilities.

Governance
The Foundation has a sixteen-member board of directors who reside
in the geographic area we serve. These directors are responsible for the
governance of Foothills Foundation, including establishing policies and
approving grants. John A. Miller, Jr. from Anderson serves as Chairman
of the Board of Directors.
The Foundation's History
The late William Law Watkins, a highly respected Anderson attorney,
historian and elder statesman, was the catalyst for starting the Foothills
Community Foundation. Mr. Watkins left a one million dollar gift in his
will, which the Foundation received on July 18, 2000 at a special ceremony
honoring the Watkins family. The board of directors of the Foundation
have managed and invested this gift along with the other funds already
received from various donors in our community. In 2002, the Foundation negotiated a $1.1 million purchase
price for the then Central Carolina Bank building that had been appraised
for $3 million. Foundation money was coupled with $250,000 each from the
Anderson Area Chamber of Commerce, Partners for a Healthy Community and
a donor advised fund from AnMed Health to pay for the building. The United
Way of Anderson County partnered with the non-profits a few months later.
SunTrust Bank still occupies the first floor of the building. In 2003,
another area non-profit, the Greater Anderson Musical Arts Consortium
(GAMAC) relocated to the Foundation's community center building.
The Foundation is honored that William Law Watkins' daughter, Jane Watkins Mudd joined the Foundation's Board of Directors in January of 2006.
